None of them are the ones foreign buyers worry about in advance. Here is what genuinely holds up a Portuguese purchase, in rough order of frequency.
Registry and reality disagreeing
The caderneta predial describes the property as the tax office understands it. The registo predial describes it as the land registry understands it. On older rural properties these two documents routinely disagree about the footprint, and reconciling them takes weeks.
Licences for work already done
A previous owner enclosed a terrace in 2009 without a licence. It is now a bedroom, it appears in the photographs, and it does not appear in the file. This is extremely common, always solvable, and never quick.
The remaining four are inheritance splits with an unreachable heir, coastal protection setbacks, outstanding condominium debt, and bank valuation landing under the agreed price. We check all six before a property is listed.
